In the case of gazetted posts for promotion by assessment of work ability, Section 24D of the Act. According to sub-section (3) of  Educational qualification and in the case of non-gazetted posts, the prescribed educational qualification will be required for entry into the respective posts. However, in the case of employees who are in service at the time of commencement of these rules, the educational qualification prescribed for them to enter such service shall be considered as the minimum educational qualification for the purpose of this rule.
